Biruntha Mooruthi is the Group CEO at Talent Corporation Malaysia Berhad (TalentCorp), the strategic think tank agency under the Ministry of Human Resources (KESUMA), driving Malaysia’s national talent and workforce strategies.

She brings over 20 years of cross-sector leadership spanning government, academia, and industry, with a strong track record in delivering national initiatives, scaling innovation efforts, and strengthening institutional capabilities. Her expertise lies in translating strategy into market-driven outcomes, particularly through technology commercialisation and industry-academia collaboration.

Prior to joining TalentCorp, she held senior leadership roles at PlaTCOM Ventures under the National Innovation Agency, Universiti Tenaga Nasional, and British Telecom. Across these roles, she led large-scale initiatives that strengthened innovation ecosystems, accelerated technology commercialisation, and fostered industry-academia collaboration, and supported the growth of high-impact ventures across sectors including energy, deep technology, and sustainability. Her contributions to innovation and intellectual property have earned international recognition, including being named among the IAM Strategy 300 – The World’s Leading IP Strategists.

Biruntha holds a Master of Business Administration (MBA) from Victoria University, Australia, and a Bachelor of Science (Hons) in Computer Science from Coventry University, United Kingdom. She is a Registered Technology Transfer Professional (RTTP) under the Alliance of Technology Transfer Professionals (ATTP), USA and a Registered Patent, Trademark and Industrial Design Agent with MyIPO.
