Cseng is currently the Director, Ecosystem Development of Digital Penang where his primary work involved the development of local technology innovation industry that encompasses venture development, capital ecosystem, local and international partnerships and community building in making Penang the hub for ASEAN startup ecosystem.

He is also the Head of Corporate Communication and Marketing where he is responsible for the development of Digital Penang’s brand, managing corporate communication and implementation various strategic initiative for engagement with relevant stakeholders.

His work translate vision into sustainable measurable results through well thought strategies, leverage on the right network, disciplined execution and performance-driven frameworks. He mentors and groomed high performance team and experience in navigating complex landscapes shaped by AI disruption, capital constraints, and business challenges.

His efforts have seen Digital Penang being accorded Startup Ecosystem Rising Star Award – Best in Class Startup Programs by International Chambers of Commerce & Mind the Bridge in Paris, France in 2025 and Outstanding Ecosystem among Medium-Sized Population Cities in Southeast Asia by StartupBlink, Switzerland in 2023.
