Josephine Tan is a dynamic and visionary leader with over a decade of experience in environmental advocacy, policy-making, and sustainable development.

As the General Manager of Penang Green Council (PGC) since April 2019, she has spearheaded transformative initiatives that have positioned Penang as a leader in environmental initiatives. In recognition of her leadership and contributions, she was promoted to Chief Executive Officer of Penang Green Council in 2026, further strengthening PGC’s strategic direction and impact.
She has served as Special Officer to the State Minister of Welfare, Caring Society Environment under portfolio of environment for 5 years. With a strong background in environmental policy and a passion for driving change, Josephine has successfully bridged the gap between government, industries, and communities to create a greener, more resilient future.
